Importing plants to the UK.  There have been major changes to the way that plant imports are handled at UK ports and airports. When importing plants into the UK they have always been subject to phytosanitary control, but the way this is reported through the PEACH system is changing.

HM Revenue and CustomsFrom the 18th november 2008 H.M.Revenue and Customs will require a quarantine release certificate (QRC).  This certificate will only be issued follwing completion of inspection formalities in relation to the importation of plants into the U.K.  H.M.Revenue and Customs will be required, therefore, to monitor the release of these consignments through the PEACH system and into free circulation into the UK. 

Freight Forwarders, Customs brokers and traders registered on the PEACH system will be able to print the QRC documents and so those not registered will be unable to provide full customs clearance of plant importations into and out of the UK.  Cargo Overseas are registered on the PEACH system and as such can provide full plant importation procedures from anywhere in the world into the UK.

The PEACH system incurs charges in addition to the DUTY & TAXES normally applicable to the importation of goods from overseas and the suspension of these charges between March 2008 and October 2008 has ended with all charges sent directly to the importer from H.M.Revenue & Customs.
