Import textiles and clothing originating in China : Import licensing changes |

Do you import texiles and clothing from China, the rules are changing. From the 01st January 2009 import licencing requirements will no longer be required to import textiles and clothing who's country of origin is China. During 2008 the import licencing requirements for textiles and clothing incorporated a double control surveillance regime. This surveillance system required a surveillance licence and documentary proof of origin(Certificate of origin) for customs clearance of textiles and clothing into the UK.
The European comission has confirmed that prior surveillance licencing will not be agreed to replace the current double control surveillance regime. Subsequently, from 01st January 2009 an import licence will no longer be required to import textiles and clothing originating in China regardless of when the commodities were shipped from China. This also has the added benefit that existing import licences for textiles and clothing will no longer be required.
Customs clearance procedures to import textiles and clothing of Chinese origin should be greatly simplified. A documentary proof of origin(certificate of origin) will still be required in order to import consignments arriving into the UK and Europe but the procedure for obtaining a certificate of origin is much easier than the requirements for obtaining an import licence.
